Steering Committee Members

The Wills for Heroes Steering Committee guides the program to its continued success. They volunteer their time not only in its strategic planning but to coordinating events, recruiting other volunteers and training others. We thank them for their dedication to helping Arizona's first responders.

Richard Palmatier Richard Palmatier

Richard Palmatier, Jr., retired from the Army Judge Advocate General’s Corps in 2010. During that part of his career, he served on active duty, as a traditional Reservist, and ultimately full-time with the Arizona National Guard. While always maintaining his role as a JAG, Rick also had the opportunity to serve as the Human Resources Officer and the Chief of Staff for the Army National Guard. As a JAG, he retired as the Staff Judge Advocate for the AZ Army National Guard and served concurrently as the State Judge Advocate for all of the Arizona National Guard. In between his active duty time, Rick had a criminal practice with the Coconino County Attorney; Aspey, Watkins, & Diesel; the Flagstaff City Attorney; and the Maricopa County Attorney offices. Since retiring from the military, he represents Veterans in disability actions with the Department of Veterans Affairs. He also serves as an Ombudsman and presenter with the Employer Support of the Guard and Reserve, mediating cases and educating employers on the federal protections for military members. Rick earned his Bachelor of Arts and Juris Doctor from the University of Arizona. He also earned his LL.M. in Military Law (Criminal Specialty) from the Army Judge Advocate General’s School and his Master in Strategic Studies from the US Army War College.
